Slack channels, Jira issues, GitHub issues, Drive docs. Nobody fills in a form, nobody updates a status, nobody changes how they work. The disagreement is already written down — it is just written down in two places nobody reads together.
Who said it, which team they speak for, what surface it touches, and when it is meant to happen. A plan with an owner and a date is something you can compare. A thousand messages are not.
Not keyword overlap — a model comparing commitments across team boundaries, then a second pass that has to support the finding with verbatim quotes from two different teams or it is thrown away. A tool that cries wolf gets muted in a month.
A high-severity conflict reaches Slack the day it is found, with the two people who can resolve it mentioned by name. The invite draft writes itself. And when the same disagreement resurfaces three months later, Cappuccino is the only thing that will tell you it already happened once.
It cannot find what nobody wrote down.
If the other team never said their plan in Slack, a doc or a ticket, there is nothing to compare. A quiet week here means the sources were quiet, not that everyone agrees.
